He has worked as a postdoctoral researcher at the Ames Laboratory under the U.S. Department of Energy (US-DOE), a visiting researcher at Japan's Superconductivity Research Laboratory, and a senior researcher at the Railway Technical Research Institute (RTRI). He also served as a professor in the Department of Materials Science and Engineering at Seoul National University.

Yoo held roles such as Director of the Institute of Advanced Materials at Seoul National University, President of the Korean Superconductivity and Cryogenics Society, and an elected member of the National Academy of Engineering of Korea.

He was appointed as the second Minister of Science and ICT under the Yoon Suk-yeol administration.

Known for his gentle personality, he emphasizes the importance of connecting technology with the needs of the industrial field.
