Born on June 28, 1956, in Seoul, he graduated from Seoul High School and Yonsei University with a degree in economics. He obtained his master's degree in economics from Yonsei University Graduate School and earned his Ph.D. in economics from Princeton University.
As a professor of economics at Yonsei University, he served as the president of the Korean Regional Science Association and the Korean Association of Applied Economics, and as the director of the Yonsei University Economic Research Institute.
Suh was a member of the Central Urban Planning Committee of the Ministry of Land, Transport and Maritime Affairs and a member of the Early Warning System (EWS) Indicator Review Committee of the Ministry of Construction and Transportation.
As a member of the 18th Presidential Transition Committee, he proposed the key real estate policies of President-elect Park Geun-hye, including the 'Happy Housing' and 'Jeonse(lent in korea) without Lump Sum' plans, and served as the Minister of Land, Infrastructure, and Transport.
He launched the innovative education platform 'LearnUs,' which is open to the public, receiving praise for shifting the paradigm to a blended online and offline education model.
