Born on January 4, 1961, in Seongdong-gu, Seoul, he graduated from Daewil High School and entered the Faculty of Law and Political Science at Hankuk University of Foreign Studies. He later transferred to Korea University's College of Law and graduated from there.
After passing the 26th bar exam, he gained a reputation as an environmental lawyer and was active in environmental organizations.
He also hosted TV programs on broadcasting stations, including MBC.
He entered politics at the suggestion of Lee Hoi-chang, the leader of the Grand National Party, and ran for the National Assembly in the Gangnam district of Seoul, where he was elected as a member of the National Assembly.
After choosing not to run in the 17th general election, he retired from politics and worked as a lawyer before running for and being elected as the Mayor of Seoul.
Although he was re-elected as the Mayor of Seoul, he resigned after a year following a failed referendum on free school meals in Seoul.
He ran in the 20th general election in the Jongno district of Seoul but was defeated, and he also unsuccessfully ran for the leadership of the Liberty Korea Party.
He was elected in the 2021 by-election, returning as Mayor of Seoul after ten years, and won the next election, achieving his fourth term as Mayor of Seoul.
Throughout his political journey, he has shown a gambler's spirit, making bold decisions. While he has been applauded for his successes, he has also faced criticism for being rash, causing harm to his party or the conservative camp at times.
