He was born on December 22, 1964, in Andong, Gyeongsangbuk-do, as the fifth of seven siblings.
After completing his middle and high school education through qualification exams, he graduated from Chung-Ang University with a degree in law.
He passed the 28th bar exam and worked as a human rights lawyer before entering politics by participating in the movement to establish the Seongnam Municipal Medical Center.
He joined the Uri Party and ran for mayor of Seongnam but was not elected. Later, he served as the deputy chief of staff for presidential candidate Chung Dong-young before being strategically nominated for Bundang A constituency in Seongnam during the general elections, but he was unsuccessful.
He ran again in the fifth local elections and was elected as mayor of Seongnam, subsequently securing reelection.
In the seventh local elections, he ran as the Democratic Party's gubernatorial candidate for Gyeonggi Province and won.
In the Democratic Party's presidential primary, he defeated former leader Lee Nak-yon to become the party's candidate but lost to Yoon Suk-yeol, the presidential candidate of the People Power Party.
He was elected as a member of the National Assembly in a by-election for Gyeyang-gu B constituency in Incheon and later elected as party leader.
After being reelected as a lawmaker in the April 2024 general elections, he was reinstated as the leader of the Democratic Party.
