Born on June 30, 1955, in Gwangju (lunar calendar), he graduated from Gwangju Jeil High School and Seoul National University's Law School.
He started working at the Korea Development Bank in 1983 and entered politics in 1989 as a policy assistant to Assemblyman Kwon No-gap.
After being elected in the 17th general election, he served four consecutive terms as a member of the National Assembly.
After losing in the 21st National Assembly election, he joined the campaign team of Yoon Seok-yeol, the presidential candidate of the People Power Party in 2021.
He is the first president of KEPCO to come from a political background.
He has faced criticism for being appointed without any experience in the energy sector, being labeled as a parachute appointment.
