He was born on August 18, 1961, in Cheongsong, Gyeongsangbuk-do.

He graduated from Seoul Daeil High School and Seoul National University with a degree in Business Administration. He obtained a master's degree in Business Administration from Seoul National University Graduate School and a Ph.D. in Economics from The Ohio State University in the United States.

He is a traditional economic bureaucrat. He passed the 28th Degree Civil Service Examination and worked as the Director of International Financial Policy at the Ministry of Economy and Finance, Director of Financial Policy and Office at the Financial Services Commission, Specialist Member of the 18th Presidential Transition Committee's Economic Division, and Deputy Minister at the Ministry of Economy and Finance.

He was appointed as the Vice Chairman of the Financial Services Commission and Chairman of the Securities and Futures Commission, and worked as the chief negotiator for the Special Measures Agreement at the Ministry of Foreign Affairs before becoming the head of the Financial Supervisory Service.

In February 2024, he assumed the position of Chairman of Korea Exchange.

He is a strict owner who emphasizes principles and takes good care of his subordinates.
